About Us

Government of Karnataka is pioneer and exemplary model in the governance of Information and Communication Technology (ICT) and is active in implementing e-governance initiatives in the country. e-Governance division is a part of the Department of Personnel and Administrative Reforms (DPAR). It was established in the year 2003. Department of Personnel Administrative and Reforms (e-Governance) facilitates acceleration of IT-enabling of processes for increased transparency and efficiency in administration and better delivery of services to citizens electronically.

Role of Department of eGovernance includes:

-Creation of Policy framework, setting the vision and guidelines for e-Governance projects.                           

-Creation of Administrative framework for approval of e-Governance Projects of all the Departments.

-Creation and maintenance of Core e-infrastructure that can be used by Departments for planning and implementing e-Governance initiatives.

-Development and promotion of common standards in designing of the e-Governance projects.




Centre for e-Governance (CeG) was established in the year 2006 by the Department of Personnel and Administrative Reforms (DPAR), Government of Karnataka. It is an autonomous and independent body set up for conceptualizing, implementing and monitoring various e-Governance initiatives in Karnataka. The Centre for e-Governance has been established under the Karnataka Societies Registration Act, 1960. Its area of operation is spread across the entire State of Karnataka. The Centre for e-Governance is unique as it is placed under Department of Personnel & Administrative Reforms (DPAR) which directly reports to the Hon’ble Chief Minister. Ever since its inception, CeG has contributed immensely by helping citizens of Karnataka to reap the benefits of Information and Technology (IT). CeG has also spread its wings to various innovative projects with the help of Department of e-Governance to ensure that every citizen gets access to the benefits and schemes rolled out by the State Government. CeG has also helped the State Government to set up two state-of-the-art data centers, MPLS technology-based Karnataka State Wide Area Network (KSWAN) and core applications such as e-Procurement and HRMS.




Projects managed by Centre for e-Governance (CeG) are broadly classified as follows:


1.Core Infrastructure Projects   

State Data Centre (SDC), Karnataka State Wide Area Network (KSWAN), Secretariat Local Area Network (SecLAN), Mobile One, Mailing Service etc., act as underlying foundation or pillars on which all e-Governance projects in the State can run and operate.


2.Core Enterprise Applications

The core enterprise applications such as Human Resource Management System (HRMS), e-Procurement and Sachivalayavahini  cuts across various Departments, Users, Citizens, etc. Aadhaar or UID offers enrolment to residents of Karnataka.


3.Capacity Building

Capacity Building aims at building specific competencies and expertise among Government personnel in implementing and managing e-Governance Projects.

It also assists Government Departments in planning and implementing

e- Governance initiatives.



The core objectives of Centre of e-Governance are:-


  • - To facilitate rapid and effective use of Information Technology for the benefit of common man.
  • - To conceive, implement and monitor various e-Governance projects in order to achieve State  Government’s goal to take IT and IT-enabled services to the common man.
  • - To provide technical support to various Government Departments and entities in their IT projects.
  • - Web-based Centralized Data storage and management.
  • - Citizen centric services of information, services and goods.
  • - To co-ordinate with the Government Departments and entities as well as undertake critical projects that are likely to be useful to more than one Department.
